The idea that human impacts on natural systems might trigger large‐scale, social–ecological 'crises' or 'breakdowns' is attracting increasing scientific, societal and political attention, but the risks of such crises remain hard to assess or ameliorate. Social–ecological systems have complex dynamics, with bifurcations, nonlinearities and tipping points all emerging from the interaction of multiple human and natural processes. Computational modelling is a key tool in understanding these processes and their effects on system resilience. However, models that operate over large geographical extents often rely on assumptions such as economic equilibrium and optimisation in social–economic systems, and mean‐field or trend‐based behaviour in ecological systems, which limit the simulation of crisis dynamics. Alternative forms of modelling focus on simulating local‐scale processes that underpin the dynamics of social–ecological systems. Recent improvements in data resources and computational tools mean that such modelling is now technically feasible across large geographical extents. We consider the contributions that the different types of model can make to simulating social–ecological crises. While no models are able to predict exact outcomes in complex social–ecological systems, we suggest that one new approach with substantial promise is hybrid modelling that uses existing model architectures to isolate and understand key processes, revealing risks and associated uncertainties of crises emerging. Land use models operating at regional to global scales are almost exclusively based on the single paradigm of economic optimisation. Models based on different paradigms are known to produce very different results, but these are not always equivalent or attributable to particular assumptions. In this study, we compare two pan-European integrated land use models that utilise the same climatic and socio-economic scenarios but which adopt fundamentally different modelling paradigms. One of these is a constrained optimising economic-equilibrium model, and the other is a stochastic agent-based model. We run both models for a range of scenario combinations and compare their projections of spatially aggregate and disaggregate land use changes and ecosystem service supply levels in food, forest and associated environmental systems. We find that the models produce very different results in some scenarios, with simulated food production varying by up to half of total demand and the extent of intensive agriculture varying by up to 25 % of the EU land area. The agent-based model projects more multifunctional and heterogeneous landscapes in most scenarios, providing a wider range of ecosystem services at landscape scales, as agents make individual, time-dependent decisions that reflect economic and non-economic motivations. This tendency also results in food shortages under certain scenario conditions. The optimisation model, in contrast, maintains food supply through intensification of agricultural production in the most profitable areas, sometimes at the expense of land abandonment in large parts of Europe. We relate the principal differences observed to underlying model assumptions and hypothesise that optimisation may be appropriate in scenarios that allow for coherent political and economic control of land systems, but not in scenarios in which economic and other scenario conditions prevent the changes in prices and responses required to approach economic equilibrium. In these circumstances, agent-based modelling allows explicit consideration of behavioural processes, but in doing so it provides a highly flexible account of land system development that is harder to link to underlying assumptions. We suggest that structured comparisons of parallel and transparent but paradigmatically distinct models are an important method for better understanding the potential scope and uncertainties of future land use change, particularly given the substantive differences that currently exist in the outcomes of such models.

Human land use has placed enormous pressure on natural resources and ecosystems worldwide and may even prompt socio-ecological collapses under some circumstances. Efforts to avoid such collapses are hampered by a lack of knowledge about when they may occur and how they may be prevented. Computational models that illuminate potential future developments in the land system are invaluable tools in this context. While such models are widely used to project biophysical changes, they are currently less able to explore the social dynamics that will be key aspects of future global change. As a result, strategies for navigating a hazardous future may suffer from "blind spots" at which individual, social and political behaviours divert the land system away from predicted pathways. We apply CRAFTY-EU, an agent-based model of the European land system, in order to investigate the effects of human behavioural aspects of land management at the continental scale. We explore a range of potential futures using climatic and socio-economic scenarios and present a coherent set of cross-sectoral projections without imposed equilibria or optimisation. These projections include various behavioural responses to scenarios including non-economic motivations, aversion to change and heterogeneity in decision-making. We find that social factors and behavioural responses have dramatic impacts on simulated dynamics and can contribute to a breakdown of the land system's essential functions in which shortfalls in food production of up to 56 % emerge. These impacts are largely distinct from, and at least as large as, those of projected climatic change. We conclude that the socio-economic aspects of future scenarios require far more detailed and varied treatment. The globalisation of trade affects land use, food production and environments around the world. In principle, globalisation can maximise productivity and efficiency if competition prompts specialisation on the basis of productive capacity. In reality, however, such specialisation is often constrained by practical or political barriers, including those intended to ensure national or regional food security. These are likely to produce globally sub-optimal distributions of land uses. Both outcomes are subject to the responses of individual land managers to economic and environmental stimuli, and these responses are known to be variable and often (economically) irrational. We investigate the consequences of stylised food security policies and globalisation of agricultural markets on land use patterns under a variety of modelled forms of land manager behaviour, including variation in production levels, tenacity, land use intensity and multi-functionality. We find that a system entirely dedicated to regional food security is inferior to an entirely globalised system in terms of overall production levels, but that several forms of behaviour limit the difference between the two, and that variations in land use intensity and functionality can substantially increase the provision of food and other ecosystem services in both cases. The European Union Common Agricultural Policy (CAP) has failed to achieve its aim of preserving European farmland biodiversity, despite massive investment in subsidies to incentivise environmentally-beneficial farming practices. This failure calls into question the design of the subsidy schemes, which are intended to either function as a safety net and make farming profitable or compensate farmers for costs and loss of income while undertaking environmental management. In this study, we assess whether the design of environmental payments in the CAP reflects current knowledge about farmers' decision-making as found in the research literature. We do so on the basis of a comprehensive literature review on farmers' uptake of agri-environmental management practices over the past 10 years and interviews specifically focused on Ecological Focus Areas with policy-makers, advisors and farmers in seven European countries. We find that economic and structural factors are the most commonly-identified determinants of farmers' adoption of environmental management practices in the literature and in interviews. However, the literature suggests that these are complemented by – and partially dependent on – a broad range of social, attitudinal and other contextual factors that are not recognised in interview responses or, potentially, in policy design. The relatively simplistic conceptualisation of farmer behaviour that underlies some aspects of policy design may hamper the effectiveness of environmental payments in the CAP by over-emphasising economic considerations, potentially corroding farmer attitudes to policy and environmental objectives. We conclude that an urgent redesign of agricultural subsidies is needed to better align them with the economic, social and environmental factors affecting farmer decision-making in a complex production climate, and therefore to maximise potential environmental benefits.

Recent scientific research highlights the urgent need to protect Europe's remaining – and rapidly declining – biological diversity. The Common Agricultural Policy (CAP) is one of the major tools with which policymakers in the European Union (EU) can achieve this aim. However, so far, the CAP has proved largely ineffective – or even detrimental – to this goal. With relatively localised exceptions, the Policy's notable success in ensuring supplies of food and fiber by supporting Europe's farmers has been at the expense of environmental objectives. This report presents the findings of an Expert Working Group (EWG) convened to explore the ways in which the Common Agricultural Policy could be made more effective in protecting biodiversity and delivering associated ecosystem services, particularly through the implementation of effective biodiversity measures by Europe's farmers.

− Agency is one of five core analytical problems in the Earth System Governance (ESG) Project's research framework, which offers a unique approach to the study of environmental governance. − Agency in Earth System Governance draws lessons from ESG–Agency research through a systematic review of 322 peer-reviewed journal articles published between 2008 and 2016 and contained in the ESG–Agency Harvesting Database.− ESG–Agency research draws on diverse disciplinary perspectives with distinct clusters of scholars rooted in the fields of global environmental politics, policy studies, and socio-ecological systems. − Collectively, the chapters in Agency in Earth System Governance provide an accessible synthesis of some of the field's major questions and debates and a state-of-the-art understanding of how diverse actors engage with and exercise authority in environmental governance.
